Untrained staff pose the greatest threat to a business, given that true acts of malice are statistically rare. Most compliance violations are unintentional, but nearly inevitable when the organization has the wrong training metric.
Think about your metric for success in training your workforce. Is it simply the old traditional "course completion?" If so, you have measured nothing about whether any learning took place. All you know is that someone showed up for the session. Unintentional compliance violations are inevitable under this metric. Many training programs are delivered only semi-annually or annually, which timing fails to respond to the way humans learn. There is no continuity of learning and often, no reason to think about the subject matter of the training until next year's required class.
